Long story short - As a result of meetings between the Director of Operations, Band Manager, and Co-
Manager, they have decided to borrow 1.5 million from Peace Hills Trust.  This amount is required to
maintain operations for the next two months (current fiscal year ends March 31, 2006).  They have
already borrowed $800,000 from next fiscal year’s social assistance budget to maintain operations.  
Apparently, that amount has been expended and thereby creating a shortfall of 1.5 million for the next two
months. The three have proposed to repay the loan using program and services funds from our next
fiscal year budget.

The full Chief and Council have not ratified this approach and I am certain that community members
would not support a loan that will require us to use program and services funds from next year’s budget.
This will undoubtedly cause a major disruption in the delivery of services such as
education, social services, and housing during the next fiscal year!
 

Even after being alerted of the situation here, Ian Gray  (Associate Regional Dir. Gen.) below
looks to add on another $1.5 Mill. which will make it well over what now a ..

Doesn't Chief Stewart Paul also sit on the boards ?
Also, isn't he
co chair of the APC and sits on the board of TEDCO and PHT?

department of Indian affairs transfers $13 million annually to the Tobique band council, yet the council has recently run up a
$10 million deficit. Over the past year many band members have met with me to show how the council's mismanagement
and the department's lack of accountability have prevented band members from realizing the benefits of tax dollars.

Last year the band had to suspend medical services and lay off their nurse.
At the same time, councillors voted to raise their own pay to $1,000 per week.
Cheques worth $152,000 were written without invoices, authorization or approval.
The council has violated every one of the remedial management plans it has signed with the department.

We must have self-government, but government money has to go toward solving the serious social problems at Tobique
instead of to band politicians and accountants. The members of the Tobique First Nation and I call upon the minister to
appoint a third party administrator for Tobique so we can get the band back on its financial feet and help this community thrive.
    As reported in the National Post April 1999, then Auditor General Denis Desautels warned that the Indian
    Affairs department risked compounding existing poverty and despair on native reserves by failing to account
    for how money is being spent. He also added, "the department is not taking adequate steps to ensure that
    allegations of wrongdoing, including complaints and disputes related to funding arrangements, are
    appropriately resolved." As far back as 1996 Desautels complained about "severe deficiencies in Ottawa’s
    system of monitoring funds spend on reserves for welfare, education, housing, and economic development."

NEW DEVELOPMENT - Ian Gray and his seven kids spend time and have pizza party with chief Gerald Bear
recently. And we know why INAC hired Ian Gray for this position because of his large family. A man with a large
family will do almost anything for a certain lifestyle that will benefit himself and his family.
