A meeting was held with chief and council, Ka Ka Goose Inc consultants, INAC and our second and newest Third Party Mngrs.
The meeting was held off of the DIRE community in Moncton at the Crown Plaza.
The consultants (Chief OFN Roger Atwin) price tag was aprox. $90,000 and was full of this administration past agendas &
rhetoric
. According to one councilor the chief and council wish to settle lawsuits with former band Manager Sterling Perley and
Director of Ops Neil Perley in their favor for wrongful dismissal at
another estimated $200,000 when it is all set and done.

Below is section 2.2 of a copy of the (RMP) Remedial Management Plan for the Tobique First Nation from
Her Majesty the Queen herself in the Right of Canada as represented by the Minister of the
(DIAND) Department of Indian Affairs and Northern Development.
It is stated that a RMP is necessary if the
cumulative defecit is equal to, or exceeds
8% of total annual revenue.

Jan. 4, 2006, of the "Victoria Star" which serves Grand Falls, Perth-Andover and Victoria County
Beaver Paul stated "TEDCO has increased revenues by 300 % from
$4 Million to $15 Million in three years.
"We have been successful that way, and also increasing employment," Paul stated. "We're making
headway, we are employing more people we are increasing sales. To people who have negative
feelings toward TEDCO we want to convert them to positive feelings over time"

$10 Million in debt since 1999

Mr. Gilles Bernier (Tobique—Mactaquac, PC): Mr. Speaker, members of the Tobique First Nation are fed up.
The department of Indian affairs transfers
$13 million annually to the Tobique band council, yet the council has
recently run up a
$10 million deficit. Over the past year many band members have met with me to show how the
council's mismanagement and the department's lack of accountability have prevented band members from realizing
the benefits of tax dollars.

Last year the band had to suspend medical services and lay off their nurse. At the same time, councillors voted to
raise their own pay to $1,000 per week. Cheques worth $152,000 were written without invoices, authorization or
approval.
The council has violated every one of the remedial management plans it has signed with the department.

We must have self-government, but government money has to go toward solving the serious social problems at
Tobique instead of to band politicians and accountants. The members of the Tobique First Nation and I call upon
the minister to appoint a third party administrator for Tobique so we can get the band back on its financial feet and
help this community thrive.
