Today Jan 28/07 a group of people calling themselves the “self-determining people of the Tobique First
Nation” have sent out a press release asking for the return of the last third party mangers (ex INAC
managers also.) They mention a few of the last TPM’s comments in their self serving communique.
If they are self determining why would they want these people involved in the first place when we have
the trained people here in our community? Some councilors even endorsed further spending of our
monies while the TPM’s were here in November. Is that the reason why is that they turn their heads?
Money went out to three businesss that TPM’s say did not know about.
“Council "approved" economic development grants last week under the assumption TPM had money for
this. Three amounts went out to three projects.” Nov 07 TPM Brian Arbuthnot
And we found out who they were for by a councillor himself
“Lynn Dingee for green indian village, mark ennis for a film documentary production, and shelley
solomon for rez styles hair salon.” Councilor Ross Perley
Our last Third Party mngrs conveniently found more millions for these people to squander again. We
would like to know what would have they done with that money since we still do not know what
happened to the HUNDREDS of MILLIONS that went through here recently?
Our website asked the last Third Party managers for information from DAY 1 at which we were avoided
and we still (to this day!) do not have all the information that has been requested. We do have witnesses
and are considering legal action. And whatever happened to the meeting that was scheduled with the
COMMUNITY, TPM’s, INAC, GRANT THORNTON and others since last AUGUST of LAST YEAR? Our first co
managers managed to put our deficit ratio up another 70%. Why don’t they sue them first? We know the
answers here!
You cannot become sovereign if you keep accepting money from someone else!
And not only do you want this money you want the same (ex INAC & Health Canada) managers here
again. You also fail to mention what the last TPM’s have also put in their reports such as;
“The existence of a corporate culture of living above the resources available, lack of financial controls
& oversight, criminal activities, non-compliance to funding agreement terms and conditions without
recourse, poor business planning and management, no long-term community plan, no long-
term financial plan and unmanageable debt financing regimes has effectively placed this community in a
position of being unable to deliver essential programs and services due to its limited financial ability
and resources.”
And that there are over five criminal investigations.
Dan Ennis is also the uncle of Beaver & David Paul (Click here!) who were deeply involved in interests
of the Maliseet Nation at Tobique and Listuguj First Nation. .
Theresa Perley is a councilor and one of the people who were fiercly protesting “people for
accountability” when they protested peacefully.

9. Economic relationship
Indian and Northern Affairs Canada
In return for annual funding and under agreement with the Minister of Indian and Northern Affairs
Canada (INAC) the Band through its Council, is obligated to provide various programs and services
such as Band administration, education and social services. The agreement is for a five year period with
a retroactive start date of April 1, 2002.
The Council has agreed to act on its own behalf and not as an agent of INAC and is responsible for complying
with any applicable standards related to health, safety and the environment. Funds may be transferred from
one program or service to another without restrictions, except for funds provided for capital purposes, which must be
spent for such purposes.
